APPROVAL OR DISAPPROVAL OF AMENDATORY ACT TO REDUCE STATE USE TAX AND REPLACE WITH A LOCAL COMMUNITY STABILIZATION SHARE TO MODERNIZE THE TAX SYSTEM TO HELP SMALL BUSINESSES GROW AND CREATE JOBS

The amendatory act adopted by the Legislature would:

  1. Reduce the state use tax and replace with a local community stabilization share of the tax for the purpose of modernizing the tax system to help small businesses grow and create jobs in Michigan.
  2. Require Local Community Stabilization Authority to provide revenue to local governments dedicated for local purposes, including police safety, fire protection, and ambulance emergency services.
  3. Increase portion of state use tax dedicated for aid to local school districts.
  4. Prohibit Authority from increasing taxes.
  5. Prohibit total use tax rate from exceeding existing constitutional 6% limitation.

Marquette Area Public Schools Millage Proposal, Building and Site Sinking Fund Tax Levy

Shall the limitation on the amount of taxes which may be assessed against all property in Marquette Area Public Schools, Marquette County, Michigan, be increased by and the board of education be authorized to levy not to exceed .95 mill ($0.95 on each $1,000 of taxable valuation) for a period of 10 years, 2014 to 2023, inclusive, to create a sinking fund for the construction or repair of school buildings and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2014 is approximately $1,104,380?

Powell Township School District No. 12 Operating Millage Proposal

This proposal will allow the school district to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance. Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Powell Township School District No. 12, Marquette County, Michigan, be increased by 20 mills ($20.00 on each $1,000 of taxable valuation) for a period of 20 years, 2014 to 2033, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2014 is approximately $913,474?

County Proposition for Millage for the Continuation of the Marquette County Transit Authority (MARQ–TRAN)
To provide local funds for the continuing operations and capitol purchases of the Marquette County Transit Authority (MARQ–TRAN), on all properties within the County of Marquette, Michigan, shall the total amount of ad valorem taxes collected be renewed at six–tenths (.6) of a mill ($0.60 per $1,000.00 of Taxable Valuation of real and taxable personal property) for a period of (6) years, from 2015–2020, inclusive? (The taxes collected the first year would amount to approximately $1,308,308).

Ewing Township Road Proposition

Shall the limitation on the amount of taxes which may be assessed against all property in Ewing Township, Marquette County, Michigan be renewed for two (2) mills, two dollars per thousand of taxable value, to be levied for four (4) years (2014 – 2017 inclusive) for the purpose of road improvement, repairs and maintenance?
This will generate approximately Fifteen Thousand Six Hundred Sixty Eight Dollars ($15,668) in the first year.

Shall the total tax rate limitation, on the total amount of taxes which may be assessed against all property in Forsyth Township, Marquette County, Michigan, for all purposes, be continued for a period of five years, from 2015 to 2019, both inclusive, per Article 9, Section 6 of the Michigan Constitution at the rate of 4.8923 mills ($4.89 on each $1000 of taxable value)? This proposal will raise approximately $880,273 in its first year, based upon 2014 taxable value.

Shall the total tax rate limitation, on the total amount of taxes which may be assessed against all property in Forsyth Township, Marquette County, Michigan, for the purpose of maintaining and operating the Township Community Centers and related recreational purposes, be continued for a period of twenty (20) years, from 2015 to 2035, both inclusive, per Article 9, Section 6 of the Michigan Constitution at the rate of 1.8017 mills ($1.80 on each $1000 of taxable value)?
This proposal will raise approximately $324,180 in its first year, based upon 2014 taxable value.

This millage will generate approximately $41,250.00.
