Police arrested 24-year-old David Andrew Halverson on January 17th following an investigation into an incident in which his 2-year-old was reportedly seen running barefoot around an apartment building in Whetstone Village with only a diaper on. Two of Halverson’s neighbors were able to catch the child and bring him back inside out of the cold. The neighbors contacted the police after they were unable to find the child’s parents.
