———-Iron Ore Heritage Recreation Authority

For Funding of Iron Ore Heritage Trail

Construction, Management and Maintenance

This proposal will allow Ely Township to join the Iron Ore Heritage Recreation Authority, an organization formed to construct and maintain the Iron Ore Heritage Trail (IOHT) by levying up to .2 mills.  The IOHT, will be a year-round, multi-use, 48-mile interpretive trail system which will preserve and interpret mining sites, structures and stories of the Marquette Iron Range from Republic Township to Chocolay Township.  Recreational users will include walkers, runners, bikers, inline skaters, equestrians, ATVs, skiers and snowmobilers.  All monies collected will be used in construction and maintenance of the trail system.

For the construction and maintenance of the Iron Ore Heritage Trail, shall the Iron Ore Heritage Recreation Authority be authorized to levy up to 0.2 mills (20 cents for $1000.00 on state taxable value on real and taxable personal property) for a period of six years, 2013 to 2018, both years inclusive, on all taxable property within the Township of Ely?  The Township of Ely’s share will be approximately $9800 in the first year.

———–EWING TOWNSHIP PROPOSAL

OPERATING MILLAGE

This Proposal will allow the Township of Ewing to continue current operations, the current millage expires in 2012.

Shall the limitation on the amount of taxes which may be assessed against all property in Ewing Township, Marquette County, Michigan be renewed for three (3) mills, three dollars per thousand of taxable value, to be levied for a period of Twenty (20) years (2012-2032 inclusive) for the continued operation of the Township of Ewing.  This will generate approximately Twenty Two Thousand Eight Hundred Forty Five Dollars ($22,845) in the first year.

LIBRARY MILLAGE

THIS PROPOSAL WILL ALLOW Forsyth Township to continue to provide Library Services by restoring the 0.4965 mills approved by voters in 2007.

For the continued operation of Forsyth Township Library services, shall Forsyth Township be authorized to levy up to 0.4965 mills for a period of seven years, from 2013 through 2019, both years inclusive, on all taxable property within Forsyth Township.  The millage will be a renewal of 0.4965 of a mill (0.4965 cents per $1,000 of taxable value of real and personal property).  The millage will raise approximately $77,350.00 in the first year.

WATER SUPPLY SYSTEM REVENUE BOND PROPOSAL

Shall the Township of Forsyth, County of Marquette, Michigan, borrow the principal sum of not to exceed Five Million Five Hundred Thousand Dollars ($5,500,000) payable in not to exceed forty (40) years from the date of issue, and issue its water supply system revenue bonds pursuant to Act 94, Public Acts of Michigan, 1933, as amended, payable solely form the revenues of the water supply system of the Township, for the purpose of paying the cost to acquire, construct, furnish and equip improvements to the Township’s water supply system consisting generally of water mains, service lines, water meters, hydrants, valves, and redundant looping, together with all interests in land, appurtenances and attachments thereto?

Shall Humboldt Township Levy (ONE MILL) renewal for the purpose of ROAD MAINTENANCE AND IMPROVEMENT, and the total rate assessed against all property in Humboldt Township, Marquette County, at a rate of $1.00 per $1,000.00 of TAXABLE VALUATION of all property in the Township for a period of five years, 2012-2017, all inclusive?  This millage will generate approximately $25,800.00 in the first year.

LIBRARY MILLAGE RENEWAL PROPOSAL

Shall the previously voted increase in charter millage in the amount of one mill ($1.00 on each $1,000.00 of taxable value), reduced to 0.9061 mills ($.9061 per $1,000.00 of taxable value) by the required millage rollbacks, be renewed in an amount not to exceed 0.9061 mills ($.9061 on each $1,000.00 of taxable value), and levied for a period of two (2) years, 2012 to 2013 inclusive, to be distributed to Peter White Public Library for the purpose of providing library services to the residents of the Charter Township of Marquette?  The estimated revenue the Township will collect in the first year, if the millage is approved and levied, is approximately $198,025.98.

Shall Tilden Township, Marquette County, impose an increase of .35 mills ($.35 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for five (5) years, 2012 through 2016 inclusive, to provide for fire protection services, raising an estimated $8,001.57 in the first year the millage is levied.

Shall Tilden Township, Marquette County, impose an increase of .65 mills ($.65 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for five (5) years, 2012 through 2016 inclusive, to provide garbage hauling/disposal services, raising an estimated $14,860.05 in the first year the millage is levied.

Proposition to approve the renewal of two and one half (2-1/2) mill property tax increase For a period of five (5) years for financing the costs of the Emergency Services in Skandia Township as follows:

Shall the total tax limitation on the total amount of taxes which may be levied against all property in the Township of Skandia, County of Marquette, Michigan be continued in the amount of (2-1/2) mill ($2.50 per $1,000 Taxable Value) to be levied for a period of five years from 2013-2017 both inclusive, for financing the costs of the Emergency Services for the Township of Skandia?  This proposal will raise approximately $54,390.00 in its first years.

OPERATING MILLAGE RENEWAL PROPOSAL

This proposal will allow the school district to continue to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2013 tax levy.  The remaining .3838 mills are only available to restore millage lost as a result of any “Headlee rollback” required by the Michigan Constitution of 1963 and will only be levied to the extent necessary to restore that reduction to be able to continue to levy 18 mills.

Shall the currently authorized millage rate limitation of 18.3838 mills ($18.3838 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in the Ishpeming Public School District No. 1, Marquette County, Michigan, be renewed for a period of 20 years, 2014 to 2033, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2014 is approximately $552,000 (this is a renewal of millage which will expire with the 2013 tax levy)?

This proposal will allow the school district to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance.

Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Mid Peninsula School District, Delta and Marquette Counties, Michigan, be increased by 18 mills ($18.00 on each $1,000 of taxable valuation) for a period of 20 years, 2014 to 2033, inclusive, to provide funds for operating purposes (17.5086 mills of the above is a renewal of millage which will expire with the 2013 tax levy and .4914 mill is a restoration of millage lost as a result of the reduction required by the Michigan Constitution of 1963); the estimate of the revenue the school district will collect if the millage is approve and levied in 2014 is approximately $837,369.
