Economic recovery is slow to arrive in the U.P.

The November 2010 U.P. unemployment rate of 10.6% has dropped to 8.2% for November 2011, but some areas are still struggling.

Baraga County had the highest unemployment rate in the state in November — 16%.

The Michigan Department of Technology, Management & Budget says unemployment rates declined in 14 of Michigan’s 17 major labor market areas in November.

Other hard-hit areas: Ontonagon County at 12.8% and Keweenaw County at 13.6%.

The Ann Arbor area had the state’s lowest jobless rate at 5.2%.
