MI Ballot Proposals: Proposal 5
With Election Day this coming Tuesday, we’re continuing our look into the six proposals on the ballot statewide.
Tonight, we turn our attention to Proposal 5.
Proposal 5 would amend the Michigan Constitution to say that any future increases of the tax rate or tax base must be approved by either a two–thirds majority of the legislature or a statewide vote.
Craig Ruff of Public Sector Consultants says supporters of Proposal 5 believe that the litmus test for raising taxes should be very strict.
He says Proposal 5 opponents believe that the measure would make it extremely hard for future state lawmakers and future governors to raise taxes in times of emergency to meet new, pressing social demands.
On Monday we will take at the last ballot measure, Proposal 6.
