APPROVAL OR DISAPPROVAL OF AMENDATORY ACT TO REDUCE STATE USE TAX AND REPLACE WITH A LOCAL COMMUNITY STABILIZATION SHARE TO MODERNIZE THE TAX SYSTEM TO HELP SMALL BUSINESSES GROW AND CREATE JOBS

The amendatory act adopted by the Legislature would:

  1. Reduce the state use tax and replace with a local community stabilization share of the tax for the purpose of modernizing the tax system to help small businesses grow and create jobs in Michigan.
  2. Require Local Community Stabilization Authority to provide revenue to local governments dedicated for local purposes, including police safety, fire protection, and ambulance emergency services.
  3. Increase portion of state use tax dedicated for aid to local school districts.
  4. Prohibit Authority from increasing taxes.
  5. Prohibit total use tax rate from exceeding existing constitutional 6% limitation.

RENEWAL OF COUNTY ROAD MILLAGE

Shall the ad valorem tax rate of Houghton County for roads, streets and highways on real property assessed therein be renewed and continued in the amount of 1.3690 mills ($1.3690 per $1,000.00 of the taxable value) during each of the years 2014 – 2023, inclusive. This renewal will produce tax revenue of an estimated $1,149,954 for 2014. All revenue will be used solely for the purpose of paying the general operating and maintenance expenses of the Houghton County Road Commission and the incorporated cities and villages of the County of Houghton in maintaining roads, streets and highways. The money derived from the renewed millage shall be allocated, distributed, and spent according to Act No. 133 of the Public Acts of 1968.

ELM RIVER TOWNSHIP NEW FIRE FUND MILLAGE

Shall the voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Elm River Township be set at 1.0 mill ($1.00 per $1,000 of taxable value) on taxable real and personal property within Elm River Township for the period of 5 (five) years (2014 through 2018, inclusive), for the purpose of maintaining the Fire Fund, and shall the Township levy such increase in millage for this purpose, thereby raising an estimated $21,612 in the first year?
